German nurse Niels Hoegel is on trial for at least 99 murders, having already been jailed for six, which would make him among the worst serial killers in recent history.

‘The Chessboard Killer’

Russia´s Alexander Pichushkin, then aged 33, was sentenced in 2007 to life in prison for 48 murders, most between 2002 and 2006.

His victims were mainly elderly alcoholic men whom he met in a park outside Moscow.

He threw them into a sewer where they drowned, later strangling or bludgeoning them with a hammer first after some managed to climb out. He threw one from a 16th floor.

Pichushkin said he wanted to kill one person for each of the 64 squares on a chessboard, and crossed out a square for every kill, earning him his nickname.
Chinese drifter

Yang Xinhai was executed in China in 2004, aged 35, after murdering 67 people in a three-year rampage that ended with his capture in 2003.

Characterised as an introverted drifter, he bicycled from one murder scene to the next, entering homes in rural areas and often slaughtering entire families using an axe, hammer or spade.

Police listed robbery and rape as motives but Yang was also described as a deranged killer who simply enjoyed what he was doing.
America´s worst

Gary Ridgway, a former truck painter, was handed 48 life sentences in 2003 after admitting to killing 48 prostitutes and runaways between 1982 and 1984, a murder spree that terrified Seattle. He was 54 years old at his conviction.

Nicknamed the “Green River Killer” after the waterway where his first five victims were found, he is the most prolific serial killer in US history.
‘Doctor Death’

A family doctor in northern England, Harold Shipman was sentenced to life in prison in 2000 after being convicted of killing 15 of his elderly patients by giving them fatal doses of morphine.

He hanged himself in prison in 2004, aged 57.

An inquiry the following year found that Shipman, nicknamed “Doctor Death”, had killed around 250 patients between 1971 and 1998, which made him the country´s worst-ever serial killer.
Travelling salesman

Luis Alfredo Garavito, a travelling salesman, was jailed for 835 years in 2000 aged 42 for murdering 189 boys aged between eight and 16 over a five-year span until 1996.

Known as “The Monster of Genova” after his birthplace in Colombia, Garavito met his victims by posing as a charity worker, salesman, monk or disabled person, among other disguises.

He lured them with food and drink and usually slit the children´s throats after raping and mutilating them. Some were beheaded.

Four of the murders took place in Ecuador.
Russian butcher

In 1992 Russian Andrei Chikatilo, 56, was sentenced to death for 52 sexually motivated killings of women, children and young people between 1978 and 1990.

The former teacher, known as the “Butcher of Rostov” after the far-eastern area where he was particularly active, was executed in 1994.
‘Monster of the Andes’

In 1980 Colombian Pedro Lopez Monsalve was arrested at a market in Ecuador after attempting to abduct a young girl. He later confessed to having strangled at least 310 children from poor backgrounds in Colombia, Ecuador and Peru.

Initially accused of rape and murder of four children, the “Monster of the Andes” led police to a field where the bodies of 53 young girls were buried.

He was sentenced to 16 years in prison, the maximum term in Ecuador, and extradited in 1994 to Colombia where he was interned in a psychiatric hospital.

Georgians on Sunday started voting to elect a figurehead president in a poll seen as a crucial test for the increasingly unpopular ruling party.

The hotly contested race has pitted ex-French ambassador and Georgia´s former foreign minister Salome Zurabishvili, supported by the ruling Georgian Dream party, against opposition leader Grigol Vashadze, also a former foreign minister.

The two have an almost equal chance of being elected, according to opinion polls conducted in the run-up to the vote.

Vashadze — backed by exiled ex-president Mikheil Saakashvili´s United National Movement and 10 other opposition groups — has been boosted by growing popular discontent over the government´s failure to tackle poverty.

He has promised to mount a campaign demanding snap parliamentary polls, if elected.

Both candidates have campaigned on similar promises to bring Georgia closer to full membership of the European Union and NATO.

The vote is Georgia´s last direct leadership poll as the Black Sea nation transitions to a parliamentary form of governance following a controversial constitutional reform.

The inauguration of a new president will pave the way for the new constitution to enter into force, making the head of state a largely ceremonial figure.

Georgia´s next president will be elected in 2024 by a 300-member electoral college.

The constitutional change was adopted in September 2017, a move protested by all opposition parties, which denounced it as favouring the ruling party.

Georgia´s outgoing President, Giorgi Margvelashvili, refused to run for a second term, saying he is not interested in assuming the reduced role.

Over 3.5 million people are eligible to vote in the election, which will be monitored by international observers from the Organisation for Security and Cooperation in Europe.

Polls opened at 0400 GMT and will close at 1600 GMT, with results expected to start coming in overnight.

Until recently, Molly struggled to imagine life beyond the end of each repetitive day: work in someone else´s fields and earn enough to eat, rinse, repeat.

“It was a vicious circle I could not escape,” says the 25-year-old villager in the Bondo region of western Kenya.

Her hardscrabble, rural existence is the same for many in Siaya County where people eke out a living farming maize, millet and cotton in the ochre soil.

But that was before the introduction in her village of a cash handout known as “universal basic income”. It´s part of a large, intensive, multi-year study aimed at discovering a new way to end poverty in Africa.

Molly began receiving a no-strings, fixed monthly donation of 2,250 shillings ($22, 19 euros) two years ago, and since then “everything has changed”, she says.

“I was able to save to study to be a nursery school teacher,” she says proudly inside her tin-roofed cement home as chickens pecked outside.

“It was the little bit of help that turned my situation around.”

With a paid internship at the village school Molly has built on the foundation of universal basic income to see her monthly income more than double to $50, broadening her horizons.

“Before, I barely had enough money to survive but now I have plans… I even go to the hairdresser once every two months,” she says with a smile.
Same cash, different dreams

According to the World Bank, over a third of Kenya´s nearly 50 million citizens live below the international poverty line of $1.90 a day.

Molly´s village — which is not being identified in order not to stir envy or skew the study — is one of scores in the area chosen by the US charity Give Directly to test the universal basic income theory.

The region was selected because of its poverty, but also its stability and, crucially, the effectiveness of Kenya´s mobile money transfer system, M-Pesa, that allows the easy distribution of payments.

Founded in 2010 and working in six African countries, Give Directly sends money straight to the poor allowing them to choose their own priorities, rather than outsiders “deciding instead of them”, explains the non-profit´s spokeswoman Caroline Teti.

Previously, recipients were given a single lump sum, but now monthly payments are being trialed.

“When you give people money monthly, will they stop working? Will they take risks in the way they invest knowing they will have an income whatever happens? How does that affect their aspirations?” says Teti of some of the questions their programme is testing.

“There is a global debate about universal income and we want evidence to move forward,” she says.

The study is the biggest in the world and will involve a total of 20,000 people in western Kenya.

Residents of 40 villages will receive $22 a month for 12 years, a further 80 villages will receive the same amount for just two years, while another 76 villages will receive two lump sum payments of $507 spaced two months apart.

Molly´s neighbour, 29-year-old Edwin, hopes to replace his mud hut with a cement home, while Monica and her husband have invested in small-scale chicken farming.

“We have a new enclosure and a few chickens,” says Monica, 30, wearing an elegant black dress, mended in several places. She hopes to be able to send her three children to school so that they won´t “live in poverty, like us”.

Without patronising prescriptions from donors, “everyone in the village is using the money differently,” she adds.
‘Not the sole solution’

Give Directly believes universal basic income is useful, but not a panacea.

“When you are in a conflict situation, you may have been affected beyond basic (needs), you may not have a place to sleep, you´re more vulnerable to disease,” says Teti.

“In that context, basic income can be a part of a solution, but it cannot be the sole solution.”

Nor, she adds, is it a substitute for the state´s obligations to provide life´s basics such as schools and healthcare.

For villagers involved in the basic income experiment, the money is an assist not a solution, and also an opportunity, to be seized or squandered.

“2,250 shillings is not enough to buy useless things,” says Judge Samson, 72, explaining why villagers are not wasting their cash handouts. “It´s just enough to feed you and get out of poverty.”

Monica has invested her money to benefit her family, but worries that if the basic income trial is a success, others might prove less thrifty.

“Maybe in the future some will forget what we went through and start buying stupid things,” she warns, but then adds: “I don´t think that will be the case.”

LOS ANGELES: Guillermo del Toro’s first movie after winning Oscars for The Color of Water will be a stop-motion animated version of the classic Pinocchio, Netflix said.

“No art form has influenced my life and my work more than animation and no single character in history has had as deep of a personal connection to me as Pinocchio,” del Toro said.

The feature-length film of “my version of this strange puppet-turned-real-boy” will be a musical set in 1930s Italy.

“Pinocchio is an innocent soul with an uncaring father who gets lost in a world he cannot comprehend,” del Toro said.

“He embarks on an extraordinary journey that leaves him with a deep understanding of his father and the real world.”

Del Toro already has several projects with Netflix, including DreamWorks’ Trollhunters, the first installment of the Tales of Arcadia trilogy. He is also the creator of an upcoming Netflix series on horror films.

Netflix said it expects production to begin before the end of 2018, and gave no release date.

Mexico City dedicated its Day of the Dead parade on Saturday (October 27) to migrants, just as thousands of Central Americans were trekking from the country’s southern border towards the United States under pressure from US President Donald Trump to disband.

In a twist on the traditional dancing skeletons and marigold-adorned altars making their way down the capital’s main thoroughfare, the parade also referenced Mexicans who emigrated as well as foreigners who settled in the capital.

“The parade… is dedicated to migrants, who in their transit to other countries have lost their lives, and who in their passing through the country have contributed to a true ‘Refuge City,'” the Mexico City government said on Twitter.

In one segment, gray metallic panels representing the Mexico side of the US border wall were stencilled with the phrase, “There are also dreams on this side.”

Other presentations honoured exiled Spaniards, Argentineans and Jews, Mexico City’s culture ministry said.

The event ahead of Nov 1 and 2, when Mexicans observe Day of the Dead in town squares, homes and cemeteries, coincided by chance with the journey of a migrant caravan travelling into Mexico, many fleeing violence and poverty in Honduras and Guatemala.

Some plan to seek asylum in Mexico. Others intend to reach the United States, angering Trump who has threatened to close the border and cut aid to Central American nations.

The caravan arrived in the southern state of Oaxaca on Saturday and may reach Mexico City as soon as next Friday. City officials will make four shelters available to house the group, according to local media.

Their arrival may prompt tension, said Johan Rivera, 36, a parade spectator.

“It’s delicate… There are lots of things to think through and analyze,” he said.

The parade, which included dancers portraying Monarch butterflies, famous for their long migratory routes, ended at a massive altar decorated with skeleton figures that local officials dedicated to migrants who have died.

“Mexico has always, traditionally, been a country of crossings,” said Mariana Villalobos, 33, at the parade. “It has a long tradition in accommodating migrants as well as refugees. And the current political situation… shows this is something very much alive.”

Oman described Israel as an accepted Middle East state on Saturday, a day after hosting a surprise visit by its prime minister that Washington said could help regional peace efforts.

Oman is offering ideas to help Israel and the Palestinians to come together but is not acting as mediator, Yousuf bin Alawi bin Abdullah, the sultanate’s minister responsible for foreign affairs, told a security summit in Bahrain.

“Israel is a state present in the region, and we all understand this,” bin Alawi said.

“The world is also aware of this fact. Maybe it is time for Israel to be treated the same [as others states] and also bear the same obligations.”

His comments followed a rare visit to Oman by Israeli Prime Minister Benjamin Netanyahu which came days after Palestinian President Mahmoud Abbas paid a three-day visit to the Gulf country. Both leaders met with Oman’s Sultan Qaboos.

“We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world,” bin Alawi told the summit.

Oman is relying on the United States and efforts by President Donald Trump in working toward the “deal of the century” (Middle East peace), he added.

Bahrain’s foreign minister Khalid bin Ahmed Al Khalifa voiced support for Oman over the sultanate’s role in trying to secure Israeli-Palestinian peace, while Saudi Arabia’s foreign minister Adel al-Jubeir said the kingdom believes the key to normalizing relations with Israel was the peace process.

The three-day summit was attended by Saudi Arabia and Bahrain. U.S. Defense Secretary Jim Mattis, and his counterparts in Italy and Germany also participated, but Jordan’s King Abdullah canceled his appearance after a flood that hit the Dead Sea region killed 21 people.

Trump’s Middle East envoy Jason Greenblatt welcomed the “warming ties & growing cooperation between our regional friends” in a tweet late on Friday.

MUSCUT: Pakistan and India face off in the final of the Asian Hockey Champions Trophy at the Sultan Qaboos Sports Complex in Muscat today (Sunday).

The green shirts had overcome a strong Malaysian side in the semifinal 3-1 in the shootout after a 4-4 draw in the regulation period to play their fifth consecutive Asian Champions Trophy final.

India, on the other hand, edged out Japan 3-2 in their semi-final match.

In their earlier meeting in the tournament, India beat Pakistan 3-1.

The last time the sub-continent rivals met in the final of the tournament was in 2016 when India defeated Pakistan 3-2 to lift the title for the second time. Both India and Pakistan have won the trophy twice with Pakistan winning the title in 2012 and 2013 while India was named champions in 2011 and 2016.

ISLAMABAD: President Dr Arif Alvi on Sunday dismissed reports regarding the presence of an Israeli aircraft in Pakistan airspace as ‘baseless’.

Speaking to the media at Islamabad International Airport before departing on a three-day official visit to Turkey, the president said, “We are not establishing any relations with Israel.”

An Israeli journalist earlier this week sparked a storm of speculation on social media when he tweeted that an aircraft flew from Tel Aviv to Islamabad.

President Alvi further said, “Jamal Khashoggi’s murder should be investigated. Saudi Arabia is our friend and we will stand with them in this difficult time.”

The president is visiting Turkey on the invitation of Turkish President Recep Tayyip Erdogan.

“Turkey is an important friend of Pakistan’s who has stood with Pakistan not only on the Kashmir issue but on other issues as well,” the president said.

He added, “We will have more meetings to strengthen the relations between the two countries.”

President Alvi is expected to hold bilateral meetings with his Turkish counterpart and leadership of other countries during his visit.

The president will attend and address the inauguration ceremony of the newly-built Istanbul International Airport which will be attended by other heads of countries as well.

He also confirmed that Prime Minister Imran Khan will visit China soon to discuss different economic issues.

LONDON:(Net News/ Media 92 News) Special Assistant to the Prime Minister on Accountability (SAPM) Mirza Shahzad Akbar has said that Pakistani government has asked the United Kingdom to seize Avenfield apartments owned by sons of former prime minister Nawaz Sharif, but the UK Central Authority (UKCA) has asked Pakistan for more information.

Barrister Shahzad Akbar told Pakistani media here that a request was submitted with the UKCA in which Pakistan asked the British government to enforce the judgement of a Pakistani accountability court in this regard.

He said the British government has asked for further information which Pakistan is working to provide. “The Mutual Legal Assistance (MLA) request is with the British government on Avenfield flats.”

Speaking to Geo News, the PM’s aide said the process of accountability is fair and not aimed at any particular party, family or individual.

He said during his three-day visit, he held talks with the British Home Secretary Sajid Javid; Debbie Price, the deputy chief crown prosecutor of the International Justice & Organised Crime Division; Philomena Creffield, head of the UKCA; UK Special Representative on Afghanistan and Pakistan Gareth Bayley; UK Prime Minister’s Anti-Corruption Champion and Member of Parliament John Penrose; and Donald Toon, NCA’s director for Economic and Cyber Crime.

Akbar said during these meetings, issues relating to pending MLA requests in around 25 cases were discussed. “We want these requests fast-tracked by the British government. What’s happening now between the UK and Pakistan is a departure from the past. There used to be no follow up in the past once MLAs were filed, but that has changed and now new mechanism and treaties are being signed between law enforcement agencies of the two countries.”

The PM’s aide claimed that Britain has assured him that “requests sent by Pakistan will be given top priority as that’s the objective of Naya Pakistan to bring back looted wealth on emergency basis”. He said that mechanism around treaties such as extradition and prisoners’ transfer was also discussed.

He said that matters relating to Muttahida Qaumi Movement-London founder Altaf Hussain were not discussed during his meetings with the UK officials. “We didn’t discuss Altaf Hussain-related cases or his money-laundering case,” he said in reference to the case which the UK police has closed already.

“There are many angles to the UK in our drive against corruption. We are only assisting the NAB. British justice system will take action when all legal formalities and procedures are done, and all litmus tests are done,” Akbar said.

He further said the Pakistani government was not concerned about properties bought through legal means and legal sources of income.

“We are going after properties which are suspected and could have been bought through proceeds of crime. Or the case of tax evasion and fraud,” the PM’s aide said.

WASHINGTON:(Net News/ Media 92 News) US President Donald Trump will campaign in eight states in the final days before the November 6 congressional elections, putting most of his attention on tight races in which Republicans have a shot at winning Senate seats, White House officials said on Friday.

From Wednesday until Election Day, the president will make campaign stops in Florida, Missouri, West Virginia, Indiana, Montana, Ohio, Georgia, and Tennessee, the officials said.

Trump, who was making campaign stops in North Carolina on Friday night and in Illinois on Saturday, is scrambling to head off a Democratic push to take control of the US House of Representatives and possibly the Senate.

Officials said Trump wants to go to places where races are competitive and where he can make a difference.

“No one Republican, no surrogate, no person can better move the political needle than President Trump,” White House political director Bill Stepien told Reuters.

Democrats had appeared to be in a good position to capture the House, but many races have tightened in recent weeks to the point that some analysts think it is conceivable Republicans could hang on to control.

While realistic about their chances of holding the House, Republicans see a better-than-expected chance of not only holding their current 51-49 Senate majority but adding a small number of seats to their margin.

‘Tremendous momentum’
“I think the Republicans have tremendous momentum,” Trump told reporters at the White House, as he sought to refocus attention on the congressional races rather than the series of bombs sent to prominent Democrats and critics of the president.

A man was charged in Florida earlier on Friday in connection with the bombs.

“We have a lot of Senate races where we’re leading — races that frankly were going to be uncontested,” Trump added. “… There are a lot of people in the House, so we’re going to see how that goes. But I think we’re doing very well in the House.”

Bolstered by a recent uptick in his job approval ratings to the high 40s in opinion polls, Trump is hammering away at two major themes: illegal immigration and the contentious Senate confirmation battle over US Supreme Court Justice Brett Kavanaugh, who denied accusations of sexual misconduct. He is also promoting a plan for middle-class tax cuts.

In Florida, Trump will seek to boost the Senate campaign of Florida Governor Rick Scott, who is in a tough race against veteran Democratic Senator Bill Nelson, as well as lend a hand to US Representative Ron DeSantis in his gubernatorial race against Democrat Andrew Gillum.

In Missouri, Trump will try to help Republican Josh Hawley in his bid to unseat Democratic Senator Claire McCaskill, while in West Virginia, he will aid Republican Patrick Morrisey in his fight against Democratic Senator Joe Manchin.

Trump will be making a return visit to Montana as he seeks to help Republican Matt Rosendale unseat Democratic Senator Jon Tester, who was instrumental in derailing the president’s nominee for Veterans Affairs, presidential physician Ronny Jackson, earlier this year.

Trump will visit Tennessee on behalf of Republican Senate candidate Marsha Blackburn, who is in a neck-and-neck battle with Democrat Phil Bredesen for the Senate seat being vacated by Republican Bob Corker, a Trump critic.

The president will try to give a boost to Republican Brian Kemp in his campaign against Democrat Stacey Abrams for governor of Georgia. In Indiana, Trump will campaign for Republican Mike Braun in his attempt to knock out incumbent Democratic Senator Joe Donnelly.

And in Ohio, Trump will lend a hand to Republican Mike DeWine in his campaign against Democrat Richard Cordray in the race to succeed Republican John Kasich, another Trump critic, as governor of a state that may be instrumental to Trump’s 2020 re-election campaign.
