قطری ٹی وی الجزیرہ کی ایک رپورٹ کے مطابق امیر قطر نے شاہی فرمان جاری کرتے ہوئے شیخ عبداللہ بن ناصر بن خلیفہ کی جگہ شیخ خالد بن خلیفہ بن عبدالعزیز الثانی کو نیا وزیراعظم نامزد کیاہے۔وزارت داخلہ کا قلمدان بھی شیخ خالد بن خلیفہ کے پاس رہے گا۔
شیخ خالد نے ایک تقریب کے دوران امیر قطر کے سامنے اپنے عہدے کا حلف اٹھالیاجبکہ اس موقع پر نائب امیر شیخ عبداللہ بن حماد الثانی بھی موجود تھے۔
العربیہ اردو کے مطابق نئے وزیراعظم خالد بن خلیفہ بن عبد العزیز آل ثانی نے 11 نومبر 2014 کو شاہی دیوان کے سربراہ کا منصب سنبھالا تھا۔ اس سے قبل وہ شیخ تمیم کے اقتدار سنبھالنے کے وقت سے ا±ن کے دفتر کے ڈائریکٹر کے عہدے پر اپنی ذمے داریاں انجام دے رہے تھے۔خالد بن خلیفہ 1968 میں دوحہ میں پیدا ہوئے اور انٹرمیڈیٹ تک تعلیم قطری دارالحکومت میں ہی حاصل کی۔ بعد ازاں انہوں نے 1993 میں امریکا سے بزنس ایڈمنسٹریشن میں گریجویشن کی۔
خالد بن خلیفہ نے عملی کیرئر کی ابتدا قطر ایل پی جی لمیٹڈ کمپنی سے کی۔ وہ 2002 تک وہاں کام کرتے رہے۔ اس کے بعد شیخ خالد وزیراعظم کے نائب اول کے دفتر میں ذمے داریاں انجام دینے کے لیے منتقل کر دیے گئے۔ یہاں انہوں نے 2002 سے 2006 تک کام کیا۔
مارچ 2006 میں شیخ خالد ا س وقت کے ولی عہد تمیم بن حمد کے دفتر میں شاہی بیورو سے منسلک ہو گئے۔ انہیں 11 جولائی 2006 کو شیخ تمیم کے پرسنل سکریٹری کے دفتر کا سربراہ مقرر کیا گیا۔ بعد ازاں 9 جنوری 2007 کو انہوں نے اس وقت کے ولی عہد شیخ تمیم بن حمد کے دفتر کے ڈائریکٹر کا عہدہ سنبھالا

The Afghan Taliban said on Wednesday that their negotiators would meet US envoys for talks this month in Islamabad, and also sit down with Prime Minister Imran Khan to discuss Afghanistan.
The announcement, not immediately confirmed by Washington or Islamabad, comes as America’s chief negotiator tours the globe shoring up support for a peace process to end its longest war.
Zalmay Khalilzad, a former ambassador to Afghanistan, held extensive talks with the militants last month in Qatar, where the Taliban have an office. More talks are slated for later in February.
But a Taliban statement issued on Wednesday said separate meetings would be held first on February 18 in Islamabad “by the formal invitation of the government of Pakistan”.
Talks in Doha would follow a week later on February 25, the statement said.
Khalilzad is heading a large delegation on a tour of Belgium, Germany, Turkey, Qatar, Afghanistan and Pakistan to boost the peace process and bring all Afghan parties to the table.
He has expressed cautious hope for a deal before Afghan presidential elections slated for July, but says the Taliban must come to the table with the Kabul government, which the insurgents consider a US puppet.
President Ashraf Ghani — who has expressed frustration at being sidelined from recent talks — flew to Munich on Wednesday to attend an international security conference, his office said.
The Taliban also announced a meeting with Prime Minister Khan in Islamabad for “comprehensive discussions” about bilateral affairs with Afghanistan.
News reports last month had suggested that Islamabad was open to hosting the next round of talks with the insurgents.
In January, as he travelled the region building support for the peace process, Khalilzad had met Khan in Islamabad. The premier had said during the meeting that Pakistan remained committed to facilitating the peace process in Afghanistan.

Pope Francis landed in the United Arab Emirates (UAE) on Sunday for the first ever visit by a pontiff to the Arabian Peninsula — the birthplace of Islam.

The pope touched down in Abu Dhabi for the 48-hour trip during which he will meet leading Muslim clerics and hold an open-air mass for some 135,000 Catholics.
He was greeted by Abu Dhabi Crown Prince Sheikh Mohammed bin Zayed and was warmly embraced by Sheikh Ahmed al-Tayeb, the imam of Cairo’s Al-Azhar, Sunni Islam’s prestigious seat of learning.

The pontiff will take part in an inter-religious conference on Monday with Sheikh Ahmed.

Hours before he flies back to Rome on Tuesday, he will lead mass in a stadium in Abu Dhabi — set to be the largest gathering ever in the UAE, according to local media. His visit comes with the UAE engaged in a long-running military campaign in Yemen and embroiled in a diplomatic spat with nearby Qatar.

Before heading to the Gulf, the pontiff urged warring parties in Yemen, where the UAE backs the government against Huthi rebels, to respect a truce agreement.

“I appeal to all parties concerned and to the international community to allow the urgent respect of established accords to ensure the distribution of food,” he said.

“The population is exhausted by the lengthy conflict and a great many children are suffering from hunger, but cannot access food depots,” he added.

“The cry of these children and their parents rises up to God.

Abu Dhabi Crown Prince Mohammed bin Zayed was recently in Pakistan, where he met the prime minister.

Mr Khan has already visited the UAE twice as prime minister and the visit by the crown prince signals a re-warming of ties after a noticeably cool period in which Pakistan was considered to be insufficiently close to the Saudi Arabia-UAE axis that has arisen against Iran.

Two points ought to be made here.

A careful balancing of ties is necessary in the fraught world of Middle East politics.

Last week, Prime Minister Khan travelled to Turkey to meet President Recep Tayyip Erdogan, who is vying for influence in the greater Muslim world with Saudi Crown Prince Mohammed bin Salman.

Pakistan has vital energy trade relations with Qatar, which is blockaded by a group of countries led by Saudi Arabia and the UAE.

The first foreign leader Mr Khan met after being elected prime minister was Iranian Foreign Minister Javad Zarif.

Now, US President Donald Trump has suggested he will meet with the Pakistani leadership and Mr Trump’s extreme position against Iran is well known.

Amidst that bewildering array of cross-cutting international tensions, Pakistan must protect and advance its own core economic, diplomatic and security interests.

Therefore, in his interactions with foreign leaders, Mr Khan should consistently reiterate Pakistan’s determination to have peaceful relations with regional and international powers.

Where there are trade opportunities, they should be pursued; where the possibility for mediation exists, it should be diplomatically advanced.

Second, the economy that Mr Khan inherited and his own government’s indecision have combined to create a need for international financial support.

Friendly countries like the UAE, Saudi Arabia and China have offered financial assistance to Pakistan.

But hard as Mr Khan has lobbied for money to help stabilise the state’s finances, he and his government have not been forthcoming when it comes to sharing the terms and conditions on which financial assistance has been extended bilaterally.

Mr Khan ought to recognise that transparency alone will help dispel suspicions of inappropriate commitments having been made by his government.

ISLAMABAD: Foreign Minister Shah Mehmood Qureshi arrived in Qatar Sunday on a one-day official visit.

Qureshi is expected to meet Qatari Prime Minister Abdullah bin Nasser bin Khalifa Al Thani, Deputy Prime Minister Ahmad bin Abdullah Al Mahmoud and other top Qatari leadership.

The foreign minister is expected to discuss the Afghan peace process, bilateral relations and other important regional and global issues.

Speaking to media before departing for Qatar, Qureshi said that Pakistan enjoys close relations with Qatar and it is an important country in the Middle-East.

He added that there is a large Pakistani community in Qatar and there are many investment opportunities in the country. “We will further build on our previously held talks,” the foreign minister said.

On December 23, Qureshi embarked on a whirlwind four-nation tour. During the first leg of his trip, he visited Kabul where he met Afghan President Ashraf Ghani and Foreign Minister Salahuddin Rabbani. After Afghanistan, Qureshi visited Tehran where he met his counterpart Javed Zarif and other top officials of the Iranian Foreign Ministry and discussed strengthening cooperation and bilateral relations.

In the third leg of this tour, Qureshi met Chinese Foreign Minister Wang Yi in Beijing. He then held a meeting with his Russian counterpart Sergey Lavrov on his trip to Moscow, his last stop on the tour.

KABUL/PESHAWAR: US and Taliban officials have discussed proposals for a six-month ceasefire in Afghanistan and a future withdrawal of foreign troops as talks aimed at setting up peace negotiations went into a second day, Taliban sources said.

The meeting in Abu Dhabi is at least the third time that US special peace envoy Zalmay Khalilzad has met Taliban representatives as diplomatic efforts to end the 17-year war have intensified this year.

Taliban officials, speaking on condition of anonymity, said the US delegation was pressing for a six-month truce as well as an agreement to name Taliban representatives to a future caretaker government.

However, the Taliban negotiators were resisting the ceasefire proposal as they felt it would damage their cause and help US and Afghan forces.

There was no comment from the US Embassy in Kabul.

In a statement issued late on Tuesday, the Taliban said the talks had mainly concentrated on the “US occupation”, adding: “Nothing about interim government, ceasefire, election or other internal issues has been discussed”.

“Talks revolved around [the] withdrawal of occupation forces from Afghanistan, ending the oppression being carried out by the United States and her allies,” the movement’s main spokesperson Zabihullah Mujahid said in a separate statement.

An Afghan government delegation travelled to the city and met Khalilzad as well as officials from Saudi Arabia, the United Arab Emirates (UAE), and Pakistan.

However, despite US insistence that any peace settlement must be agreed between Afghans, the Taliban have refused to talk directly with officials from the Kabul government, which they consider an illegitimate, foreign-appointed regime.

The Taliban, seeking to reimpose strict Islamic law after their 2001 overthrow, say the presence of international forces in Afghanistan is the main obstacle to peace. Even as the peace process gathers momentum, fighting has continued with heavy casualties on both sides.
Senior officials

The latest round of diplomacy comes about a year after the US sent thousands of extra troops to Afghanistan and stepped up air strikes to record levels, with the aim of pushing the Taliban into accepting negotiations.

The Taliban delegation was led by Sher Mohammad Abbas Stanikzai, head of the movement’s political office in Qatar, and included the chief of staff of Taliban leader Mullah Haibatullah Akhundzada.

The presence in the delegation of senior officials close to the Taliban leader underscored the importance of the talks, which are shaping up as the most serious attempt to open negotiations since at least 2015.

“It’s a well-coordinated meeting where members from the political commissions and Shura [council] are both participating for the first time,” said one peace activist in close contact with the Taliban side at the meeting.

An Afghan government team travelled to Abu Dhabi “to begin proximity dialogue with the Taliban delegation and to prepare for a face-to-face meeting between the two sides”, government spokesperson Haroon Chakansuri said in a statement.

But there was no sign from the Taliban they were ready to accept talks with the government, and the Kabul delegation was based in an Abu Dhabi hotel away from the location of the talks.

The US says the aim of the talks is to facilitate an Afghan-led process and the inclusion of Saudi Arabia, the UAE, and Pakistan in the talks reflects a US desire to bring in countries with an interest in Afghanistan.

Previous meetings were held in Qatar, where the Taliban maintains a political office, but a push to include Saudi Arabia, which is hostile to the gas-rich Gulf state, prompted a change of venue to Abu Dhabi.

It is a digital wearable heath record, durable, waterproof and at the same time very affordable – not more than a dollar. It doesn’t need battery and allows for storage of data offline as well.

Elaborating on its functioning, Nagar said the technology draws from NFC and cloud computing to produce a complete platform to bridge the world’s maternal and child health gap.

“When a mother comes to health workers they will collect all the information on the android app and take biometric thumbprints and after that, all the data will be sent to the chip via scanning.

“We are using the same radio signal technology which is being used by Samsung and Apple,” he said.

About the security of data, the CEO said the company employs three tiers of security: first, all the information obtained is encrypted; second, biometric thumbprints are required to access the data; and third, the necklace is securely worn by the patient.

A number of innovators showcased their technology at the forum.

One such technology is PenCam, a masterpiece designed for blind people. According to founder Yaman Abou Jieb, the PenCam is a high-resolution camera connected to a mobile phone application to help legally blind people to read and write. Around 200 million people worldwide are considered as legally blind largely owing to age-related macular degeneration and retinitis pigmentosa. The market size for aid devices stood at about $4 billion in 2016.

Other impressive technology showcased was Ahmed Nabeel’s Aquscope, a surgical laparoscope that automates the cleanup process and reduces time spent on surgeries.

Another milestone was Taste.li. Stefano Glauser of Switzerland has produced an algorithm, which automates healthy and personalised meal plans tailored to individuals’ needs and tastes, to help them reach their personal goals from weight loss to muscle gain, or simply to become healthier.

Cost and affordability are some of the main concerns for every innovator. This was apparent in Heartstrings by Allen Mohammadi, a non-invasive and low-cost technology for screening and early diagnosis of heart disease.

By using a patient’s usual medical data including ECG and demographics and by applying a unique artificial intelligence technology, Heartstrings offers a clinically certified decision support tool to doctors and helps them detect heart diseases before it is too late.

Another innovation was Dr Khor Kang Xiang’s CR2-Haptic, a compact and portable rehabilitation robot which provides exercise training for wrist and forearm movement. The device can be used by elderly people, stroke survivors and others who need exercise for their limbs.

Professor the Lord Darzi of Denham, executive chair of WISH, said that the platform is not only about ideas and innovation but it also provides an opportunity to industry leaders, policy makers, ministries and academics to share ideas, celebrate success and confront the challenges facing the world.

During the opening ceremony, Her Highness Sheikha Moza bint Nasser, chairperson of Qatar Foundation, was presented with the first ‘Q-chip’, highlighting the achievement of the Qatar Genome Programme and Qatar Biobank – both members of Qatar Foundation – in developing the first local Gene Array based on data from thousands of Qatari genomes sequenced during the past three years.
